It is therefore necessary for you to accomplish and you will need to submit to the Embassy or Consulate an Application for Reinstatement in the National Registry of Overseas Absentee Voters (OAVF No. 1D).

I registered as an overseas voter in 2009 and I was NOT able to vote in the 2010 National Elections, do I need to register again to vote abroad ?
